TWO PROCUREMENT SCOPES

Components or assembled packs.

Build the offer around the written programme specification, the recipients’ preparation conditions and the delivery requirement.

Supply routeWhat to specifyWhat is reviewed
Individual componentsProduct, portion or fill weight, quantity, preparation method and destination. The selected component, specification, label, pack and proposed supply source.
Complete pack assemblyEvery component, units per pack, nutritional targets, outer case and identification requirements. The complete assortment, sourcing/assembly responsibilities, packaging and programme requirements.

Pack composition, nutritional targets and product suitability are agreed for the programme. A selection of components is not automatically a nutritionally complete ration.

DESIGN FOR THE CONDITIONS OF USE

Preparation and storage belong in the brief.

  • Water, heat & utensils

Specify whether safe water, heating and preparation equipment will be available, and whether cooking or mixing is practical.

  • Recipients & dietary needs

Share the intended recipients, portion plan, nutritional targets, ingredient exclusions, allergens and dietary requirements.

  • Distribution & storage

Describe the delivery route, expected handling and storage conditions, pack durability and intended distribution method.

  • Shelf life on arrival

State the minimum remaining shelf life required at the delivery point, alongside arrival and distribution milestones.

BEFORE A PROGRAMME PROPOSAL

Clarify the scope early.

Can you quote components as well as complete packs?

Both scopes can be discussed. For components, specify each product and quantity. For assembled packs, define every component, unit count, outer pack and the assembly responsibilities.

Can you meet a programme’s nutritional targets?

Include the targets and the complete intended assortment in the specification. Product suitability and the overall pack composition must be reviewed for that programme; a catalogue example is not a programme approval.

How should a formal tender be introduced?

Share a non-confidential summary, quantities, destination, key dates and the procurement contact. The team can agree a suitable channel for the full tender documents and confidential requirements.

Can documents be reviewed before supplier approval?

Request the specifications, ingredients/allergen information, validated shelf life, relevant batch analysis and current documents for the proposed production source and scope.

When can delivery dates be confirmed?

The required milestones should be stated in the brief. Feasibility and dates are reviewed against product, pack, approvals, availability, transport and clearance before a proposal is confirmed.
